25th September 08

 

We have today received confirmation from LPL receipting the Cleaning Specification and Cleaning Contractors proposals which was forwarded on Monday 23rd September 08.  LPL state that the Cleaning Contract will be put to competitive tendering accordingly.

We have today submitted a Cleaning Specification to Labyrinth Properties Ltd containing tasks residents expect to be covered along with proposed Cleaning Contractors information put forward by residents at a meeting held on 16th September 2008.

A number of residents met last night to discuss the latest LVT action jointly raised by LPL on behalf of the Landlord and the VRA.  A number of topics were discussed, these being:

 

1. The on site Cleaning and Maintenance FEM.

2. Present on site Cleaning and Maintenance, this we have been informed is only on a temporary basis.

3. Future Cleaning and Maintenance: this was agreed to be put to competitive tender immediately.

4. Other on site works.  These again were agreed to be put out to competitive tender.

5. Invoices for works already carried out which have not yet been submitted for payment, i.e. roofs etc.

6. 2006 Account Anomalies, these we have been informed all been rectified and returned to Service Charge Account.

7. 2009 Budget as 2008 but with 4% added for inflation.

8. A new Residents Forum.  This has been agreed by the Landlord and Managing Agent to commence imminently, to include, residents, LPL Police, Security and PHA.

9. Service Charge Debt, this we have been informed is standing at £384k plus

10. Withdrawal of LVT Defence due to points disputed being addressed by LPL on behalf of the Landlord.  This action was unanimously agreed by residents who attended the meeting.

 

It would appear that such action could have been avoided if residents had been informed of all this information prior to any LVT Applications.  Once again it has proved that without clear communication there is utter chaos.  We hope that this will now enable all residents to be informed of any actions/information appertaining to The Village.  This Application will now be decided upon by the LVT Panel.

Over the past few weeks, it would appear that residents were unaware that LPL on behalf of the Landlord, Rowner Estates Ltd and the Village Residents Association have jointly raised LVT action to Determine the Reasonableness of the Accounts for 2006, 2007, the 2008 Budget and most recently 2009 Budget.

 

With the residents views in mind we have met with LPL informing them of residents defending such actions on a number of accounts.  These are now being addressed by LPL and the Landlord of Rowner Estates with the hope of coming to a compromise rather than going to a full LVT hearing .

 

Due to such actions we intend to hold a meeting to draw residents attention to the outcome of LPL and the Landlords decisions.
